Off-Campus Navy College BSET CD-ROM Students and Proctors:

Student Guidelines and Responsibilities:

Students will be enrolled when their registration information is received AND the student has been accepted into the program.  Students are responsible for providing ODU with transcripts, etc. to verify prerequisites are met. To expedite this process, students should contact BSET Program Advisor Dr. Rob Curry (rcurry@odu.edu, 1-800-968-2638) for assistance. Once accepted into the program, students are responsible for ordering their course materials; textbooks, course packs, CD-ROMS, etc., and arranging for a proctor.

1.      Students should identify an accredited institution of higher education or military installation/facility in their vicinity and obtain agreement from a representative there to provide proctoring services for the student's exams. Authorized proctors can include faculty members, employees at college/university testing centers or military education facilities, or military and civilian supervisors who provide training/administer exams as a part of their duties. Relatives of the student or other currently enrolled students are NOT AUTHORIZED to serve as proctors.

2.      A Proctor Request Form must be completed for each course by the student and proctor and returned to Military Distance Learning. When this form is received, all required examinations for that course will be shipped to the proctor. One Proctor Request Form for each course is required. The proctor forms are available at ODU's Navy College web site: (http://dl.odu.edu/navycollege). Students should print out, complete, and fax this form to (757) 683-3106.

3.      Students should clarify with their instructor when they should take each test, and schedule the times with their proctor.

4.      Students must provide an addressed, pre-paid return envelope to the proctor. ALL MATERIALS sent by the proctor to the university MUST HAVE TRACKING CAPABILITY, whether by UPS, FedEx, U. S. Mail, or other carrier. Students must also provide the proctor with a completed Course Assignment Distribution Sheet for each returned course element, ensuring that their instructor's name and the course number are clearly printed on the distribution sheet.  Exam materials must be mailed by the proctor, never the student, to the following address:

  1. Students should pay all administrative costs that may be required by the proctoring institution.

Proctor Guidelines Responsibilities:

Exam proctors are entrusted with maintaining the high standards that Old Dominion University has established for the administration of exams. In no case will a relative or other student be approved as a proctor. The following procedures should aid in the administrative process. Please remember that exam security is of utmost importance at all times. You are responsible for safeguarding all exam materials placed in your care.

  1. Proctors should read all instructions carefully and ensure directions are clear prior to test administration. Students will contact the proctor to arrange a time and location for the student to take each test to be proctored.  Proctors should provide instructions to the student before distributing test materials.
  2. If the student is not known to you, request photo identification. After the student has begun, check regularly to ensure that he/she is following the instructor's procedures. (E.g., if the exam is open book/notes, students may use those items; if there is to be no use of books/notes, students should have only the exam on their desks; etc.).
  3. Please do not disrupt the student in any way, such as talking with someone outside the room, taking a phone call, etc. Please be respectful of their need for quiet.
  4. When students at Old Dominion University enroll in coursework, they are bound by an honor code to  "….refrain from any form of academic dishonesty or deception, such as cheating or plagiarism."  If you suspect a student is in violation of this code, you should contact the Director of Military Distance Learning, David Chase (dchase@odu.edu). At that point, procedures established for Honor Code violations will be followed.
  5. At the end of the exam period, please collect all materials that are to be returned to the university and make a copy for your files, in the event they are lost in the mail. Do not make a copy for the student, unless the instructor has given specific permission for this.
  6. All materials sent by the proctor to Old Dominion University must have tracking capability, whether by UPS, FedEx, or other carrier. Students must provide the proctor with a prepaid envelope to return exam materials. Tests must be mailed by the proctor only, never the student. Place all exam materials in the mailing envelope, and mail as soon as possible to:
