Requirements

Minimum Enrollments
NCPACE courses by VTT involve numerous personnel to support broadcasts. To be cost-effective, a minimum enrollment has traditionally been required on completion of the third class session. Drops prior to the end of the third class are permitted without penalty. If two units are participating via simulcast, the minimum can be obtained by total enrollments on both vessels.

Ship (plus CVW if embarked) Requirements
Command support - is essential to ensure participants know graduate education is backed by CO/XO/HODS/LPOs/CAG/Sqdn CO's. It has been shown repeatedly that the ESO alone cannot make the program work.

Bandwidth - has proved routinely available since program inception in even the more demanding operations. For best delivery, VTT should be formally included in the ship's communications plan with fully trained personnel available during broadcast to troubleshoot if outages occur.

Dedicated, effective program manager, generally the ESO - to orchestrate the graduate effort, including advertising, registration/applications processing, oversight of transcript administration, classroom outfitting and weekly availability, weekly delivery coordination with stateside providers and ship communication coordination to support broadcasts. The program is most successful when the ship coordinator fully understands graduate education, and its importance to career progression, and is comfortable dealing with all ranks/rates, both Ship's Force and embarked organizations.

Operator Training - is provided by Navy contractor on ship during VTT outfitting. All personnel tasked with supporting VTT should attend these familiarization sessions to later avoid broadcast difficulties.
